You should check with your zoning commission to see if you need permits whenever you build anything, particularly anything that you will term a “house.” If you needed permits but build it anyway you may be required to tear it down or be fine a large amount of money if you do. Locally we have a man who built a fence that was not permitted and when he refused to get the required permits after the fact or remediate the problem he was found in contempt and spent time in jail. It was extreme but in this case better safe than sorry.

Depending on your counties zoning ordinances I would say yes you need a permit and authorization from the planning dept. in your county to build the new structure.
Sometimes only 1 structure can occupy a parcel of land unless it is rezoned into another parcel.
Check with your county or city building inspection dept.

In Florida u need a permit to do any structure changes to a home , and yes u must get a permit for a completely new structure….much more paper work involved!
